該劇以伊豆國豪族北條時政的次子、鐮倉幕府第2代執(zhí)權(quán)北條義時成為日本實際執(zhí)政者的故事。該劇得名于鐮倉幕府設(shè)置的十三人合議制。

當(dāng)英國和澳大利亞偵探聯(lián)手偵破一起謀殺案時，他們發(fā)現(xiàn)背后藏著一個具有國際政治后果的文化沖突的陰謀。

　　以2009年11月在日本真實成立的警視廳“特別搜查對策室”為舞臺背景的故事借由該團隊的新人櫻木泉（上戶彩 飾）之眼展開。
